- 1 cup flour
- 1 onion, finely chopped
- 1 bell pepper, finely chopped
- 2 green onions, chopped
- 1 Scotch bonnet pepper, minced
- 1/2 teaspoon black pepper
- 1/2 teaspoon baking powder
- 1/2 cup water
